Dear Muring,

LETTER FROM UMELCO ON MULTIPLE ENTRY CERTIFICATES, MACAQ AND CONSULAR REPRESENTATIVE
I am returning herewith Sir S Y Chung's letter of 29 October which you gave to me when you were in London.

***
We are taking up the various points in the letter and will come back with answers as soon as possible. I cannot yet say anything firm on multiple entry certificates and .. Macao,
3. On consular protection, I can, however, confirm that persons born in Hong Kong wil be given the same protection as other British subjects. I would add that the separate citizenships proposed in the White Paper on British Nationality Law would in no way alter the relationship between the dependent territories and the United Kingdom, nor the British Government's obligations and commitments to the dependent territories and their citizens.
4. On the question of Hong Kong establishing direct representation in selected overseas posts, it is not entirely clear what UMELCO want given the extent of Hong Kong's existing representation. Could we have a word about this when I am in Hong Kong, before I meet UMELCO?
