CONSULAR PROTECTION FOR HONG KONG RESIDENING

Mr Dean's minute of 12 November in which he comments on yours of 10 November.

2. My only quibble with the formulation which Mr Dean has suggested in paragraph 5 of his minute is that a person can, of course, become a CUKC by descent, by registration or by naturalisation, as well as by birth.

3. DSP is, of course, a classified document and, as I understand it, it cannot be quoted to those outside the public service with- out the agreement of, I think, Library and Records Department. (The latter are, I gather, generally unforthcoming about this.)

4. In the light of these points, I would suggest a formulation along the following lines:-

"Instructions to British consular officers make it quite clear that a Citizen of the United Kingdom & Colonies who is resident in Hong Kong is entitled to be given the same consular protection as any other Citizen of the United Kingdom & Colonies."
