you know, we have all along strongly advocated that the British Council and HMOCS should be included in this category. For the

other categories mentioned above provision will be made so that

they receive the same treatment as British citizens employed by a

business or certain other type of organisation based in the UK.

I should be glad of confirmation that that is indeed the

position and that the provisions will be drafted accordingly.

I should add that I remain very concerned about the position of

British people other than Crown Servants, working in the European

Community Institutions and that of British expatriates working in

the governments of Dependent Territories. I fear that treating them less well than Crown Servants, as you propose, will make it more difficult to achieve our aims, important, in the context of our

European policy, of recruitment and promoting better links with this

important group of expatriates and of ensuring the good

government of our remaining colonies. And I should much prefer the

legislation to equate their status with that of Crown Servants,

more particularly since otherwise there will in practice be

differentation in treatment between them and those of their

colleagues who happen to be Crown Servants. But if you are

convinced that it really is impossible to make provision of this

kind for those officials, I am reluctantly prepared to concede the

point.
