2. I attach a draft submission and reply to Sir Jack Cater's letter of 20 October. I should be most grateful if you would firm It up wherever possible and delete any bits that cannot be disclosed because of Parliamentary privilege.

3. I should also be grateful for Mr Merry's comments on the sections on entry certificates and visas.

4. Finally, I should be grateful for your confirmation that you will be letting Dependent Territories know when the Bill will be introduced and providing them with further detailed guidance as soon as is possible.
