We are happy with your proposed draft telegram to the Governor of Hong Kong but I should like to suggest an additional couple of sentences, perhaps for inclusion at the end of paragraph 5, on the lines of:-

"You may wish to reiterate that it is politically essential for HMG to introduce a new nationality law in order to take account of Britain's changed circumstances since 1948 and that the proposed legislation is in no way aimed at Hong Kong. In drawing up the new law, we are keenly aware that it should reflect HMG's continuing obligations and commitments to all the dependent

territories and their citizens. The White Paper will contain a reaffermates of the

Nationality Act in
