HOME AFFAIRS COMMITTEE MEETING: 18 JUNE: WHITE PAPER ON NATIONALITY
1.
I recommend that Mr Luce be invited to make the points as set out in Nationality & Treaty Department's brief below on the latest draft
of the White Paper which was issued, by Home Office officials yesterday afternoon, 16 June.
2. It is satisfactory that paragraph 58 (Crown Servants) specifically takes care of the children and grandchildren of members
We of the Diplomatic Service and Armed Services as we had wished. went through a sticky patch with the Home Office on this last week but the language in the current draft is compatible with the Secretary of State's undertakings to the Staff Side.
3. It is also satisfactory that paragraph 56 dealing with businessmen and other groups in relevant employment gives these categories more generous treatment than the Home Office had originally envisaged. This is in fulfillment of the promise made by the Home Secretary to the Lord Privy Seal and Mr Luce on 9 June. This ongoing provision should give these groups the possibility of passing on nationality by descent to children and grandchildren which is not quite as generous as the Department of Trade wanted but is not very different in practice from the Crown Servant provision. I recommend nevertheless that Mr Luce follow the Department of Trade's line on this issue since they have the basic responsibility for the main category businessmen). Nationality & Treaty Department will be ine with their Department of Trade colleagues and will brief r Luce further today.
