1. My minute of 13 Juně. After the oral briefing for Mr Luce we discussed the need to send the Governor of Hong Kong a personal telegram informing him of the position. I am sure that we must now do this. The last detailed discussion with him was during a visit I paid to Hong Kong in February. Since then we have been hanging on while Ministers have considered the question.
I do not suggest, however, that we authorise the Governor at this stage to inform EXCO. We agreed that this could not be done until final Ministerial approval had been given for the text of the White Paper. The attached draft telegram is therefore fuller than the instructions which we will need to send later for the Governor to brief EXCO.
2. I have toned down from my previous draft the account of the discussion between the Lord Privy Seal and Mr Whitelaw, recording Mr Woodfield's previous objections on this point, but I think that it is fair enough to let the Governor know personally the way the discussion went.
3. I would like, if possible, to get the telegram off this evening (19 June). I hope it will not therefore be necessary to clear it in detail with the Home Office.
4. As you will see from the draft telegram, I have informed the Chief Secretary, Sir Jack Cater, and the Secretary for Security, Mr Davies (responsible for nationality matters), who are both in London.
