1. I attach a draft of a letter which, subject to any views you have, I propose to send to OAGS to enable them to brief local leaders/advisers on the content of the White Paper on nationalit on the day before it is published in the UK. As you know, we have paid particular attention to the main points of the White Paper as they will affect dependencies, and you will be familiar with the points made in the attached draft and its enclosrues. I am sorry that I cannot supply copies of the White Paper at present but I do not think that they are essential to enable you to clear these drafts.

2. If we are to get this to OAGS in time, there is real urgency. I am afraid that I must ask you to have any comments you may have by close of play on Wednesday 9 July.
