Your minute of 8 July. I have the following comments:
a) Draft letter, paragraph 2. In the last sentence
you may wish to add: 'on receipt of telegram' so that there is no misunderstanding that they may not hand over the draft White Paper before the last minute.

b) Draft letter, paragraph 4; sentence 4. There seems to be a misprint. For 'with' read 'committed to or similar wording.
c) Points to Make, paragraph 1, first sentence. I
suggest for 'ideas of citizenship' read 'The citizen- ship provisions'. This is a psychological point; it will help if we can avoid suggesting that our attitudes towards the Dependent Territories have changed.
d) Points to Make, paragraph 1. We discussed a mention
of the effect of the new legislation on people's rights of entry and abode. We agreed that in the circumstances it would probably be right not to volunteer anything on this but if it is possible to provide a defensive answer this would be helpful.
e) Points to Make, paragraph 4A.
You might add at the end a defensive point : 'It is of course quite wrong to suggest that the legislation is aimed at Dependent Territories. There are clear reasons why an alteration in the law is necessary. Every effort has been made to minimise the effect on the Dependent Territories.'
