I am consulting other FCO departments on this.

We do not suggest anv structural or presentational

changes to the text. This is primarily a Home Office sub-

ject. However, we have a distinct interest influencing

the initial reaction in this country, especially in the

media,because this will be picked up and relayed overseas

and will cause us problems with other governments if we

do not get it right. Our News Department and our Overseas

Information Denartment will be in touch with your people

about various aspects of this, including the question of

Commonwealth correspondents, especially those

from the sub-continent, but not forgetting the old

Commonwealth.
