New Nationality White Paper

1. Sir S Y Chung said that he had been in Hong Kong for the Governor's briefing on 8 July. I gave him a copy of the White Paper. He asked about plans for legislation. I said that nothing had yet been decided.

2. On substance his main comment was that it would be helpful if the Act could mention that some administrative distinction would be made (eg on passports) between dependent territories' citizens from different territories. I said that I understood that passports would continue to make clear, on much the same lines as before, the place of origin of the individual citizen. I did not know whether this could be included in the Act but it certainly would be looked into.
