The Acting Governor explained that the White Paper, which was due to be published at 10.30 p.m. (Hong Kong time) on 30th July, outlined the proposed legislation on a new scheme of qitizenship but the scheme did not affect the status of Hong Kong residents proceeding to the United Kingdom; HMG had given an undertaking not to alter the rights

of Hong Kong citizens nor HMG's commitment to Hong Kong. There would be opportunity to make further representation before the passage of the Bill through Parliament.

The Council noted that it is intended to

make representation to HMG seeking British citizenship for the children born abroad of persons..serving in Hong Kong as employees

of non-United Kingdom based organisations (e.g. expatriates in the employ of the

Government, the Hong Kong and Shanghai

Banking Corporation, etc.). ·
