Paragraph 2 - delete in entirety and substitute the following:

112 The Paper will not be debated in Parliament but a Bill will be introduced during the next Parlia - mentary session and as soon as parliamentary time permits. The decision of Her Majesty's Government to publish their views in the form of a White Paper before the presentation of the Bill to Parliament will give Hong Kong and other interested parties an opportunity to make further comments and representa - tions through official channels and by lobbying prior to the debate and during the course of the Bill through Parliament.
