WHITE PAPER ON NATIONALITY

1. In their telegram No. 1026 of 16 August Hong Kong asked for clarification of two points in the White Paper (on Crown service and registation of children). A telegraphic reply was sent to the effect that they would have to await the bill itself for clarification.

M. Stanley, the Telegram Controller whose appointment was announced in the PUS's circular O 103/80 of 11 June to watch for telegrams which were unnecessary or had been given too high a precedence or were over-long, has picked out Hong Kong's telegram as one which could perfectly well have been dealt with in correspondence by bag. He has asked that Hong Kong's attention be drawn to this if we agree with his comments. I find it difficult to argue against his view. If you agree I suggest you pass on this minute to Hong Kong. As I understand it no action by them is called for except to guard against this in future.
