The registration of minor children is covered in 7.6. Again this closely follows the provisions for British citizenship. We are currently considering the inclusion of a provision similar to that outlined in para 56 of the White Paper for the acquisition of British citizenship. It would be helpful to have your views on whether such a provision would be appropriate for your dependency. It would apply to children born abroad to persons who spend a large part of their career overseas serving the dependency's interests, eg persons employed with a business or other type of organisation established in the dependency.

Certain entitlements to acquisition of resumption of citizenship under the present law are to be preserved for a period of two years for persons who are already qualified to apply on the day on which the new law comes into operation. These are covered in 7.7 and 7.8 of the Instructions and correspond to the proposals for British citizenship.

Finally, I enclose relevant extracts from Part 10 and Part 11 regarding British subjects without citizenship under Section 13 of the British Nationality Act 1948, Irish citizens who have given notice to remain British subjects under Section 2 of the BNA 1948, wives of the former who have been registered as British subjects under Section 1 of the 1965 Act and British Protected Persons. Such persons who have at any time been settled (ie ordinarily resident without being subject under the dependency's immigration laws to any registriction on the period for which they may remain) in a dependency and had at that time been ordinarily resident there for the last 5 years shall be entitled to registration on application as CBDT. Similarly such persons who are settled in a dependency when the new law comes into operation and subsequently complete five years ordinary residence will be entitled to be registered as CBDT on application. This provision may in practice apply to no more than a handful of persons in the dependencies. This proposal did not appear in the White Paper but corresponds to the similar proposal for British citizenship given in para 30. It would be helpful to have your comments on possible local reaction to this proposal.
