The Secretary of State has seen Mr Figg's submission of 28 March, together with Miss Walker's minute of 2 April recording Mr Luce's comments.

Lord Carrington agrees with the line proposed. I understand however that it is hoped that the discussion between an FCO Minister and the Home Secretary might take place during the week beginning 28 April. Lord Carrington will be away from the Office for the whole of that week. I wonder therefore whether it would be possible for the Lord Privy Seal to speak to Mr Whitelaw on the subject.
