The Home Office preference at the official level is for (a) or (b) with a slight preference for (b). Home Office officials are totally opposed to any Colonial title containing the words "UK" because it comes too close to the present title of CUKC (which will disappear) and because it is not used even in the title of UK belongers.

It is essential for the purposes of any new legislation that there should be a collective title (paragraph 5 above). However, for administrative purposes, including designation in passports, it will be necessary to include the territory to which an individual belongs. It has been suggested that if

the collective title were British Colonial Citizen, possible ways of expressing this administratively would be as follows:

(a)

British (Hong Kong) Citizen;

(b)

British Colonial Citizen (Hong Kong);

(c)

British Colonial Citizen of Hong Kong.

Members will be asked to advise whether, in the light of this further information they have any further views on nomenclature to be included in the White Paper on the new British Nationality Law and in particular for their views on the alternatives proposed in paragraphs 5 and 7.
