1. Following Mr Murray's meeting yesterday, I attach a draft telegram to Peking.

2.

I have included in this an assurance to Hong Kong about further consultation. This does not, however, directly answer the point about consultation on the White Paper raised in paragraph 6 of Hong Kong telegram No 95). I would be grateful if we could discuss this later. I hope we could give the Governor at least the fall-back assurance sought in that telegram. But I realise that we cannot do so at this stage.

3. I have made the telegram from me as it obviously comes from officials and deals particularly with Hong Kong. may want to send it from you.
