$1,600.00 per sq. ft. A comparison of the difference in prices applicable to the one and same sq. ft. of land is: $59.00 (compensation for building land) against $1,600.00. Obviously, the compensation for the resumed land is too low and should be raised.

Cancellation of Section 12 (c) contained in the Crown Land Resumption Ordinance, Chapter 124.
The Section 12(c) says, "No compensation
shall be given in respect of any expectancy or probability of the grant or renewal or continuance, by the Crown or by any person,
of any licence, permission, lease or permit whatsoever". We must reiterate that the above Section 12 (c) does contradict
with Section 12(d). It says, "The value of the land
resumed shall be taken to be the amount which the
land if sold in the open market might be expected to
realize. "1
Moreover, the Section 12(c) is inconsistant
with the "obligation" as shown in the words: "Bought
at a Fair Price" which applies to the area contained
in the Convention for" An Extension of Hong Kong
Territory" done in 1898 in Peking. We demand the cancellation of Section 12(c). This we regard as a fair way to safeguard the right of the landowners
in the New Territories.

Resumed land should be restricted to public use
The Government policy on the resumed land available for private development use, is that 30% of the land is to be put up for sale in the open
market and the remaining 70% for applicants
possessing "Land Exchange Entitlements" for the
grant of land against premium. On the other hand,
the Government does in many cases make use of the
land under the name of public use to build public
houses to collect rents; moreover, the private
sector is allowed partnership in the Home Ownership
Scheme which makes available to the private sector
flats for sale. These measures are in our opinion
