(including Tai Po, Sha Tin, Sai Kung North, Fan Ling, Sheung Shui, Ta Kwu Ling and Sha Tau Kok, totaling 7 Heungs) and Yuen Long District (including Ping Shan, Ha Tsuen, Shap Pat Heung, Pat Heung, Kam Tin, San Tin and Tuen Mu, totaling 7 Heungs). Each District elects 7 Special Councillors, and candidacy is open to settlers in these Districts as

well as natives.

The Heung Yee Kuk thus composed of the 3

groups of personalities above is able to command a wide representation of opinion in the New Territories and is an organization supported by the broad masses.

The Heung Yee Kuk Ordinance, Chapter 1097 of the Laws of Hong Kong designates that the Kuk is a statutory advisory body. It is cited in the Preamble of the Ordinance that "The Heung Yee Kuk has in the past served as a valuable advisory body to the Government on New Territories affairs and has been a forum where leaders of opinion in the Territories have been able to exchange views. "

In fact, the Heung Yee Kuk, New. Territories is now as then both an advisory body to the Government and a true representation of the opinions of the people of the New Territories.

OUR OPINION

1. Hong Kong being expectedly effected by new Immigrant Laws proposed by the British Government

Hong Kong is a British Colony and most of the people of Hong Kong are of British nationality by birth. The New Territories alone has half-a-million inhabitants that are of British "nationality. For the time being there are few British colonies the world over, and Hong Kong has the highest population of all. People in Commonwealth countries usually develop a sense of
