Timothy George has asked me to enquire where (if anywhere) things have got to on the proposal for a Community Passport, which he recalls from his BID(I) days. Does this affect the present problem at all? If the blue passport of CUKC was abandoned in favour of a lilac affair, this would mean two changes to consider.
