4 The main question for immediate decision is the order of our next moves with Hong Kong and the Home Office. HKGD favour asking FCO Ministers first to underline Hong Kong's concern to Home Office Ministers and to ask for some concession (eg a blanket prefix of 'British Subject') before we go back to Hong Kong. The aim of this method would be to enable the Governor to assure his Unofficial Council Members that Minsters had taken their points on board and that any further consideration of alternative titles reflected the views of the

Foreign and Home Secretaries.

5 NTD are opposed to this course because it does not put forward

specific proposals and at best it would result in discussions on

possible titles for which we will be unprepared without further clarification from Hong Kong of their position. NTD's viewpoint and proposal is given in the attached note.
