2. There are several issues here but all evolve round British families who have a tradition of serving overseas in business or in Crown Service. These families regard themselves as British, generally send their children here for schooling, spend their leave and retire here. Obviously we need legislation to avoid the loopholes the Home Secretary is talking about but I wonder if this is best dealt with by law for which there will be loopholes, if the prohibition is not absolute. I suggest it would be better if the question were dealt with administratively, using the criteria I have mentioned above.
3. On the question of Crown Servants, as Mr Morrice explained to me, diplomats must be included since their offspring cannot acquire the nationality of the country to which they are accredited. I must also put in a strong plea for HMOCS; if they are excluded this will be seen as colonial discrimination and, like student fees, health fees, add to the difficulties in recruitment. That said, I think two, rather than one, generations would be acceptable.
