a draft of a submission to FCO Ministers seeking approval for

a draft telegram from Lord Carrington to the Governor Hong Kong, and

a copy of Hong Kong telegram Number 95 of 15 January to which these relate.

2. The draft telegram is along the lines discussed at Mr Cortazzi's meeting three weeks ago with relatively minor amendments to take account of the points made on it during your visit to Hong Kong and to draft it as from the Secretary of State. Though you said you thought it should go from Lord Carrington I have considerable doubts whether it is realistic to send a telegram so technical and so detailed in Lord Carrington's name.
