Citizenship by Birth
We may propose that the children born here to certain parents, for example to foreigners subject to conditions of stay, should not obtain citizenship at birth. This would be largely a matter for the Home Office but you would also be concerned. We expect to have proposals ready shortly.

Dual Nationality
Both of our Departments have been having second thoughts about the earlier proposals, and
we are looking at possible modifications.
We must aim to get to the Home Secretary before the end of April a draft of the White Paper for circulation to the Home Affairs Committee. It is clearly essential that this draft should have been agreed between our two Departments as far as possible, and that any areas of disagreement that have not by then been eliminated should have been clearly identified. I hope therefore that you will be able to ensure that the FCO comments quickly on the draft White Paper when we send it to you.
