'British (Hong Kong) Citizen' as the administrative variant of British Dependent Territories Citizen or whether we would have to impose on dependencies the administrative variant British Dependent Territories Citizen (Hong Kong). The Governor of Gibraltar told me that he was prepared to accept the latter ultimately, but he could not be sure that local reaction would be different. If we did wish to have 'British (Hong Kong) Citizen' as the virgin Vution for use in passports we would of course be able to assure China et al that this was not in reality a separate citizenship, and the first announcement of it, in the White Paper, would clearly explain it as a single collective citizenship for all the colonies.
