Authority for naming streets

The Urban Council has been responsible since 1954 for naming new streets and re-naming existing streets in Hong Kong, Kowloon and New Kowloon where required. This responsibility is exercised by the Administration Select Committee.

There is no legislation governing the naming of streets; however, all new names or name changes are published in the Government Gazette. Work is in hand to designate in the Public Health and Urban Services Ordinance, Cap. 132, the Urban Council as the Authority to name or rename any street in the urban areas.

Changing names

(a) The general policy is to avoid changing well-established street names unless for very good reasons. Name changes result in difficulties for residents, the public and postal authorities.

(b) One month's notice of any proposed change must be given by notice in the Gazette to give those affected an opportunity to make their views known.

Chinese characters

Simple characters should be used in Chinese names.

Use of Chinese or English names

In general, English names should be found for streets in European-style residential areas and Chinese names for streets in Chinese-style areas. Unless there is some reasons to the contrary, the English name to be given to a new road should be the Anglicised version of the Chinese name and not the English translation of the Chinese name. For example, Hoi Fung Path() and not Sea Breeze Path.

(a) To simplify and standardize nomenclature the following

Chinese equivalents should be read:

(i) road, avenue, crescent, circuit, row

(ii) street, quadrant, square, strand, bazaar

(iii) lane, link, ride
