Although all street names in Hong Kong are gazetted, this is not a statutory requirement and there is no legislation covering the naming of streets. The authority for naming and changing street names is presently vested in the Urban Council in respect of the urban areas and the Secretary for the New Territories in respect of the New Territories, on an administrative basis. The guiding principles for naming streets are laid down in the Urban Council Policy Manual on Street Naming, a copy of which is at Annex B. Streets in the New Territories are named under the same principles and similar procedures.

Public Streets

The procedure for naming public streets is fairly straight- forward. Street names are proposed to the relevant Authority after consulting the local residents through the Area Committees, Rural Committees or District Advisory Boards. Relevant government departments are then consulted and the proposed names confirmed. The agreed street names are then published in the Government Gazette and brought into use.

Private Streets

In the case of private streets the practice is to advise the owners concerned that their proposals have to be vetted by the relevant Authority and gazetted. So long as the names proposed do not closely resemble names of existing streets or are not in contravention with the guiding principles laid down in the Urban Council Policy Manual on Street Naming regarding naming after individuals and other prohibitions, the Authority has little choice but to accept the names proposed. In
