The necessary funds for the operation of the Hospital (as distinct from its teaching functions) would be provided from General Revenue in the form of a subvention. It would be the Board's function to prepare and submit an annual budget, in order to determine the level of subvention required. Funds for the provision of teaching within the Hospital will continue to be provided in the budget of the University of Hong Kong through grants recommended and controlled by the UPGC.

The staff of the Hospital, other than the teaching staff provided by the University, would be employees of the Board, and not civil servants, although it would probably be necessary, at least initially, for Government officers to be seconded to fill certain posts.

Membership of the Board

It is proposed that the Board of Governors, to be serviced by the Comptroller, should comprise a membership as follows:

(a) a Chairman (who should be a person of considerable standing

in the community, possibly an unofficial member of the Executive or Legislative Council);

(b) two or three additional unofficial lay members, including

at least one local member of the UPGC;

(c) the Director of the Hospital who shall be a dentally-qualified

teacher nominated by the University of Hong Kong;

(d) up to three other representatives of the University of Hong

Kong, including one senior administrative member;

(e) up to three representatives of the Hong Kong dental

profession;

(f) up to four public officers (representing the Director of

Medical and Health Services (2), the Deputy Financial Secretary and the Secretary for Social Services, and possibly the Secretary UPGC); and

(g) the Comptroller of the Hospital.

It will take some time to draft and enact the necessary legislation to establish the proposed statutory board, but it is important that a management body should be established very soon in order to determine
