UNHCR REPORT ON ASSISTANCE ACTIVITIES IN 1979-80 AND BUDGET FOR 1981

1. You will by now have received the Assistance Report (A/AC.96/577). It merits careful study, though I confess I have not had the time to do so myself. The revised target for the General Programme for 1980 is $293.4m, and for the Special Programme $164.4m. For 1981 UNHCR are proposing $299.3m for the General Programme, and of course it is impossible to make projections for Special Programme requirements.

2. The UK, where UNHCR plan to spend $466,000 in 1981 is dealt with on page 228-30 (copy for Home Office).

3. Pages 156-8 (copies enclosed for Williamson and Orr) which concern Hong Kong are uncontroversial this time. The allocation for Hong Kong in 1981 has been reduced to $7.5m, still quite large by comparison with the UK General Programme contribution.

You will see that in addition to the Policy Planning and Research Unit the High Commissioner proposes to establish an Emergency Unit and to increase the ceiling on the Emergency Fund. Twenty two new posts are proposed for headquarters.
