of the UNHCR in the various countries of South East Asia who offer shelter to a large number of indo-chinese refugees. An encouraging reply from the responsible officials of the UNHCR is attached to this letter.

IV Request for positive altitudes from responsible authorities

Although 30 families are only a drop in the ocean when compared with the enormous numbers of refugees, I would like to ask all the authorities to test this opportunity carefully and with good-will and attempt to

make sure it is a success which will give a few people a chance of a new start.

I personnally consider the following conditions very important

(i) Caritas Japan, Osaka Office can interest themselves in the

business of the country.

(ii) The responsible sections of the UNHCR have the opportunity

to seek out their own applicants for this project. (a) Vietnamese refugees in camps in South East Asia (b) Families only, no individuals

(c) People who are willing and able in work in agricultural

jobs and earn through their endevour their own land. The land could be handed over to them free of charge eventually.

(d) Father Aurelio Villa, a veteran in the care of refugees

would be prepared in the first instance to assist 4 families in the difficult initial period.

In any case it is important to prepare the settlers as thoroughly

as possible so as to burden the government and people of Paraguay with

no problems and so that the new emigrants can take them port in the prosperity of their new homeland.
