Mr Snoxell's letter of 12 September to Mrs Anderson about UNHCR's Assistance Report (A/AC.96/577) raised the following points:

UNHCR's proposed revised estimates for

the General Programme for 1980 and 1981;

(11) UNHCR's proposal to establish twenty-two new posts at headquarters from October 1980;

(111) The difficulties in the establishment of a UK Refugee Reception Centre. No doubt Mr McGee had had these considerations in mind in preparing briefing forthe UNHCR Executibe Committee but a decision is required on point g of Schedule A(g) (pxxix) (see para 809 of A/AC.96/577).

The 1981 Hong Kong allocation of $7.5m.

We should therefore be gratefal for his comments on

(iii) above and those of Mr Williamson on (iv).

Our opinion is that although we may have to accept a transfer of the financing of certain posts from voluntary funds to the regular Budget, we should stress the aned to minimise costs Te oppose the financing of UNHCR itself (in contrast to the funding of certain administrative posts) from the regular Budget.
