I am enclosing a copy of a letter and related correspondence which I have received from the Information Branch of the Hong Kong Government.
2. You may recall that at your request (FCO telno. 23 of June 13, 1979) we raised with the Paraguayan Government 3 points arising from the Vietnamese refugee problem. While the Paraguayans were cooperative on the first 2 points they took a distinctly cool line to the suggestion that they should accept some of the Vietnamese for. settlement. As you know there is a substantial Korean community in Paraguay and I have checked with my Korean colleague what the attitude of the Paraguayan Government is towards further immigration from his country. He tells me that the Paraguayans have recently slightly relaxed their attitude to further Korean immigration provided that there are existing family ties and that the new settlers will work on the land and will not move to the towns as have so many of their predecessors. The Korean Government it seems have undertaken to meet this stipulation by buying land and controlling settlement on it.

It may therefore be that the Paraguayan Government would be prepared to provide entry certificates for the relatively small number of Vietnamese which could be settled on the land which the Congregation of the Divine Word is offering. I am not optimistic but we would be
