1. Thank you for your letter of 23 July (not copied to HKGD). The Auswärtiges Amt have confirmed that the figures given in my letter of 15 July to Williamson (copied to you) for the allocation of the new quota places (ie 2000 for refugees picked up at sea by FRG ships and 4000 for Family Reunion cases) are correct. The FRG Consul-General may simply have got them muddled up; but either way I agree that this is not particularly good news for Hong Kong.

The action suggested in Hong Kong telno 807 is still under consideration. I enclose(to you only)a copy of the Embassy's latest exchange of correspondence with the FCC and hope that it will serve to bring you up to date.
