Because of the Asylanten there is growing "Fremdenfeindlichkeit"

among the German population. Government feels that this ought

to be controlled and reduced. The churches are expected to act

on this issue.

There is general confusion about "Asylanten" and "Kontingent Flüchtlinge" among the public. Although quite different in nature, they are all looked upon as intruders who misuse Germany's generous legislation. It is claimed that most come not as political refugees but as "Wirtschaftsflüchtlinge".

The laws regarding Asylanten are going to be tougher to avoid

continued misuse. It is believed that this will benefit the

Kontingent - Flüchtlinge whose quota will probably be increased

in the near future.

A number of sincere efforts are under way to give Hong Kong some

special consideration and to make up for the neglect of the

past. It is generally believed that this can best be done through

the U.K. which is best suited to provide a Vermittlerrolle and to

give the German authorities a genuine political motivation for

action.
