When we spoke on Monday, I referred to a further cable, dated 2 June, sent by Dr. Stumpf following his participation at the conference on refugees at Bergneustadt, where he met and lobbied directly Herr Brandt and Herr Baum, Interior Minister. I now attach a copy of the cable (which I sent on receipt to APA and Security Branch). You can see that Dr. Stumpf suggests an early approach.

I also enclose a copy of the report, prepared by Dr. Stumpf and Miss Lee on their trip, made to S for I as chairman of the Executive Committee of the Hong Kong Community Council for the Resettlement of Vietnamese Refugees. We shall be pressing on with processing it here, and will of course keep you posted on follow-up action. The two most pressing areas would appear to be the prospect of increasing the German quota and hopefully changing the past pattern of UNHCR excluding Hong Kong refugees from their recommendations put to several Governments, including Sweden and Holland.

I trust we shall be coming back to you shortly on the proposed approach by the Secretary of State to Herr Genscher.
