One of the points which emerged during Dr Carl Stumpf's recent visit to the FRG was his belief that any new quota would have to be agreed with all the Länder. He was concerned that Bavaria might prove difficult in this respect and he was, of course, not able to visit Bavaria during his visit. We should, therefore, be grateful if, in taking any further steps to encourage the West Germans to take more refugees from Hong Kong, you could bear in mind the possible need to ensure that senior officials and politicians in Bavaria are aware of the scale of the problem here.
