attention to the imbalance against Hong Kong in resettlement in 1979;

a) to all resettlement capitals requesting action with

governments;

b) telegram of supporting tables;

c) separate instructions to UKMIS GENEVA;

d) telegram to Washington asking for action on the

basis of Hong Kong Telegram No 111;

e) telegram to Ottawa suggesting deferment of action

until after the Canadian general election;

f) telegram to Canberra instructing them to await the result of the Prime Minister's discussions with Mr Fraser.
