VIETNAMESE REFUGEES: RESETTLEMENT IN THE FRG

The Auswärtiges Amt told me yesterday that, as a result of a meeting between Chancellor Schmidt and the Minister- Presidents of the Länder at the end of June, it had been decided to increase the FRG's off-take of South East Asian Refugees to 26,000, the current quota of 20,000 places being practically exhausted. Of the 6,000 new places 2,000 will be reserved for refugees picked up by FRG ships (including the Cap Anamur) and the remainder (with the exception of a very few hardship cases) for close (ie husband and wife or parents and children) family reunion cases.
2. This is not particularly good news for Hong Kong
since there are comparatively few family reunion cases in the
territory. It will not, for the reasons given in my letter of
today's date to Ian Orr (not copied to all), be easy to persuade
the Germans to accord the territory priority treatment.
In order that we can consider what (if anything) more we
can do it would, however, be useful to know whether a decision

has yet been taken on an approach to Herr Genscher on this question
by the Secretary of State (Hong Kong telno 807 refers).
