RESETTLEMENT OF INDO-CHINESE REFUGEES:
1.
CANADIAN PROGRAMME
Please see Mr Murray's minute on Ottawa telegram No.3 to Hong Kong.
2. The current proportion of refugees from Hong Kong resettled under the Canadian programme is about 20%. That is, about 8,800 to date. If this ratio can be maintained for the additional quota of 10,000, then some 12,000 refugees from Hong Kong should be resettled in Canada by the end of the year.
3. There is a possibility that Hong Kong may get more of the places, given the high number of Canadian private sponsorships for refugees in Hong Kong and the higher numbers still in camps there compared with other places in the region (APA's letter of 21 March to Montgomery paragraph 2 refers).

4. Although we should be careful of pressing the Canadians too hard their record has been very good so far we might use- fully pursue APA's point. I am writing to Ottawa along these
