we were pleased to learn of the decision recorded in your telegram No.3 to Hong Kong.<~...e

2. Although it does not match the estimate given by the Canadians in Hong Kong to Iain Orr (his letter to you of 21 March), their resettlement programme is nonetheless commendable, and second only to the Americans.

3. We should not risk pressing the Canadian Government too hard to do more for Hong Kong, but you may feel it worthwhile pursuing the point in paragraph 2 of lain Orr's letter and seeking an indication of the likely proportion of refugees from Hong Kong to be resettled under the extended Canadian programme.
