In my letter of 22 February 1980, I reported the encouraging indications that the Argentines were preparing to look again at the possibility of taking further refugees from Hong Kong.
2.
Ascona, National Immigration Director, has now returned from his Asian visit. As far as Hong Kong is concerned, the results are depressing; the MFA (Bianculli) have told us that for the moment, Argentina intends to continue drawing its refugees from Thailand. The difficulties experienced with the first batch of Hong Kong refugees (which in the case of one man remain unresolved) have clearly not been forgotten, though Bianculli again stated that the door remained open.
3. I shall remind the Argentine authorities on the matter in a few weeks' time. The number of refugees who have arrived here is still well below the Argentine commitment of 5,000 persons.
