On general points, I see no reason to add to the brief which we prepared for the postponed Norwegian talks (excluding of course the material on Norway's refugee programme).

Portugal has not, as far as we can trace, taken any South East Asian refugees. She has had a major problem absorbing her own returning colors (in excess of 500,000) and would in any case presumably feel primarily obliged towards Macao (if ourselves and Hong Kong). But if a gentle plug for Hong Kong can be fitted in, it would not come amiss.
