1. Thank you for your letter of 14 April to Alan Montgomery about the extension of the Canadian programme for the reception of refugees.

2.

I understand from the Immigration Task Force that 1,400 of the extra 10,000 places will be given to refugees in Hong Kong (not including babes in arms who will not take a seat on the aeroplane). The Canadians are also keeping 500 places in reserve for any unforeseen incident: if these places, together with any intended for any other country, are not filled towards the end of the year they will be allocated to Hong Kong as the Canadian authorities know they can process refugees quickly through the more efficient system there.
