ADMISSION OF HONG KONG REFUGEES TO INDONESIAN SPECIAL PROCESSING CENTRE (SPC) - GALANG

1.

I have been told by the Indonesian Desk of UNHCR that their representative in Jakarta has received indications that the Indonesians will not accept any refugees from Hong Kong for resettlement processing to the US on Galang. They are saying that only ASEAN countries will be allowed to send refugees. UNHCR do not feel there is anything they can do about this as

This, in they regard it as a matter for governments to settle. fact, was the position they took a year ago when the question of Hong Kong access to the SPCs was discussed at the Jakarta conference.

2. I am not sure how far our efforts to persuade the Indonesians to change their minds were taken last year. should not, however, want to take this up at a higher level in UNHCR until we know how strongly Hong Kong feel and how much their resettlement programme is likely to be affected.
