Reverend K Stumpf, OBE, Director of Hong Kong Christian Service and on the Executive Committee of the Hong Kong Community Council for Resettlement of Vietnamese Refugees will be known to you. His organisation manages a refugee camp at Sham Shui Po which still accommodates about 7,200 refugees. He is a man of some international reputation, and has been touring Europe to stimulate voluntary agencies to achieve a speedier off-take from Hong Kong.

2. Reverend Stumpf has cabled from Frankfurt that he has recently met Herr Moellemann, MP, FDP, Herr Koester, MP, CDU, and Dr Meinecke, MP, SPD, all members of the Bundestadt and who are also chairmen of committees for humanitarian assistance of their respective parties. According to Stumpf Dr Meinecke intends to recommend to the German Government an overall increase of intake of 10,000 refugees out of which 2,500 would come from Hong Kong.

3. It would certainly be an enormous help if the Germans did this. The US off take is only 1,500 a month and the UK has indicated that its off take in July and August will slip due to seasonal factors. We still have 40,000 refugees here which is much the largest caseload of boat people in South East Asia and the off take rate is the lowest among all countries, and a steady trickle of refugees continue to arrive.

4. I do not know what the standing of Dr Meinecke and his colleagues is. Nor do I know whether they will act as they told Stumpf they would, and certainly do not want to involve anyone in a cause doomed to failure. However if they are going to make their recommendation, I wonder if the Secretary of State would feel able to give Herr Genscher a piece of paper urging him to do something more for Hong Kong. So far this year the Federal Republic has only taken 398.
