Sir Murray Maclehose wrote to Mr Murray on 15 May concerning the Hong Kong Government's efforts to persuade the West Germans to
take more Vietnamese refugees from Hong Kong.
2. In particular, the Governor has asked whether the Secretary of State would feel able to give the West German Foreign Minister a piece of paper urging him to do something more for Hong Kong.
Mr Murray commented on the letter that it was for HM Ambassador in Bonn, to whom the letter was copied, to advise whether the Secretary of State should give Herr Genscher a piece of paper or raise it orally.
