The visit will take the usual format; interviews will take place in
all 5 camps according to a schedule drawn up by the Hong Kong
Immigration Department, and there will be evening "orientation"
sessions in each camp. The team intend to stay in Hong Kong for 3
weeks and hope on this occasion to complete all selections under the
10,000 quota.
The main issues
The most sensitive issues likely to be raised on the refugee front
during Mr Raison's visit are the rate at which refugees are moved to
the United Kingdom (with which Community Programmes and Equal
Opportunities Department are dealing separately) and the possibility
of a further quota for Hong Kong once the 10,000 commitment has been
premature
fulfilled. It would be me to encourage optimism on this latter.
