The remainder of the refugees in the Colony are either in the final
transit camp (Argyle Street No. 3) awaiting departure to their resettle-
ment countries or they fall into the category of illegal entrants from
China and are housed in a closed detention camp (Chi la Wan on the
island of Lantao).
These latter people are a source of some consternat
to UHCR.
The "China" cases
Almost half of the current refugee arrivals in Hong Kong are found, in
the initial processing, to have come from China and not direct from
Vietnam; they are among more than a quarter of a million Vietnamese
resettled in China. They subsequently enter Hong Kong posing as
genuine boat refugees. Some have close relatives in the Hong Kong
open camps and entertain hopes of being resettled in the West with these
other family members. The Hong Kong Government, however, do not wish to
encourage a flow of Vietnamese illegals from China and most are
repatriated after negotiation, sometimes lengthy, with the Peking
authorities.
UNHCR suspect that some geanine refugees from Vietnam might be included
among those hold in detertion. Furthermore, they believe that where
