Liaison with HKGD on political issues

4.

Mr Scott outlined the proposals he had discussed with Sir Jack Cater and Mr Clift on providing better liaison with the FCO on matters in which were

likely to create political problems. This would involve deeper analysis on a selective basis of material currently

sent to HKGD. Mr Clift welcomed this. The Governor noted that such material would also be provided to the Hong Kong London Office. On a related point Sir Philip Haddon-Cave stressed the need for better feedback from London on

impression reported by those visitors particularly from the private sector for whom programmes were arranged in Hong Kong. Whereas this was easy with officials and MPs, for others it was more difficult.

5.

The Governor congratulated Mr Clift on the transformation wrought in HKGD by the infusion of officers who were well-acquainted with China and Hong Kong. made for a much more efficient and cooperative working relationship.
